SIMPLIFYING CALIFORNIA TITLE 24

Title 24 of the California Code of Regulations (CCR) outlines several mandated requirements for reducing energy consumption and mitigating waste in new and existing homes and buildings. The code was initially enacted in 1978 by the California Building Standards Commission as a means of legislating energy consumption. The code is enforced by the Office of Compliance Assistance and Enforcement.


Architects in Alameda County must be well-versed in a wide range of requirements and guidelines for any newly launched construction, existing design, or retrofit and renovation.

CA TITLE 24 IMPORTANT FACTS

Title 24 California Code of Regulations provides several critical guidelines to ensure showers are safe, well-constructed, and easily accessible by seniors and those with disabilities. CA Title 24-compliant showers can either be a single piece or multiple pieces. They can be installed directly onto a bathroom’s subfloor without the need for a recessed floor.


CA Title 24 also defines minimum interior dimensions, maximum slope, and maximum curb while also mandating features for showers such as a single-lever low-flow mixing valve, grab bar, fold-down seat, and soap dish.

The High Costs of Non-Compliance

California bathroom design is challenging enough without having to face a myriad of fines and penalties for ADA, FHA, and Title-24 non-compliance. First violations for ADA non-compliance include a fine of up to $75,000 while a second violation is doubled to $150,000. FHA non-compliance starts with an initial fine of $11,000 and then scales up to $27,500 and more for each subsequent violation. This doesn’t include any local city fines and penalties.


California has its own set of building codes and mandates for accessibility. The California Commission on Disability Access (CDDA) strictly enforces contractors and builders to adhere to well-established California and Federal building codes governing accessibility for people with disabilities.
